Explanatory memorandum, reports and debates of the legislative chambers concerning the laws of July 18 and 19, 1845 concerning the regime of slaves, the introduction of European farmers and the formation of agricultural establishments in the French colonies. Paris, Imprimerie Royale, 1845. Fort in-8 bound in black half-basane, smooth spine decorated with a large romantic gilt motif, gilt title - [2 ff.], 1021 pp.( including table and index of contents), [3 pp., alphabetical index of speakers' names]. First edition. Baron Armand de Mackau, minister of the Navy and the Colonies, presented in 1844 and again in 1845 a bill to modify the colonial regime and the regulation of slavery. Voted on June 4, the texts were promulgated on July 18 and 19 1845. They provided for the emancipation of slaves in Guadeloupe, Martinique, Guyana and Bourbon, and the possibility of "forced" redemption. the possibility of "forced" redemption of slaves. This law also opened a credit of 930,000 francs to provide for the establishment of European farmers and to participate in the formation of agricultural establishments in these colonies.
